As of 1st September 2015, the Greater London Authority will introduce two new sets of regulation designed to improve the lives of those living and working in the capital.
Both of these schemes have the potential to impact on the construction, skip hire/muck away and recycling industries.
The Safer Lorry Scheme is being introduced in response to a number of accidents, some fatal, between commercial vehicles and cyclists and pedestrians.
These two groups have been classified as possible Vulnerable Road Users (VRU’s) for the purposes of the scheme.
Under the scheme, vehicles over 3.5 tonnes, including those previously exempt, will be required to be fitted with side safety bars and class V/V1 mirrors as a minimum standard.
Vehicles not complying with the new regulations will be subject to fines of up to £1,000.
Side rails and mirrors are readily available with some companies (such as Green Urban) offering a comprehensive supply and fit service.
Being introduced at the same time are the Non Road Mobile Machinery regulations which will effectively create a Low Emission Zone within Greater London for equipment such as excavators, piling rigs, site sweepers, mobile cranes etc.
Non-compliant equipment will need to have a diesel particulate filter and/or Nox reduction device fitted so as to achieve European emissions standards of at least Stage 111a for Greater London and 111b for Inner London.
These standards will bring off road diesel powered equipment into line with the current minimum on road standards.
